Richard S. Spengler
Founder, Director, President, CEO and Chief Lending Officer
Richard is the Founder and CEO of Liberty Bank, leading its strategic vision, lending operations, and long-term growth. He is a veteran banking executive, previously held senior leadership roles at Investors Bank and First Savings Bank, where he guided key committees and major lending initiatives. Rich brings decades of experience shaping high-performing teams and delivering a more personal, relationship-driven banking experience. He is a graduate of Rutgers University.
Ryan J. Peene
Founder and Chief Operating Officer
Ryan is the Founder and COO of Liberty Bank, driving the bank’s strategy, market expansion, and brand direction. A seasoned New Jersey banking executive, he previously served as Senior Vice President & Chief Depository Officer at Unity Bank and held senior leadership roles at Spencer Savings Bank and SB One Bank. Ryan is also active in public service through the Children’s Hospitals of Hackensack Meridian Health Advisory Committee. He holds a B.A. from Rutgers University and a Masters from the University of Notre Dame.
